The City of San Diego has recently implemented a program entitled ELBE (Emerging Local Business Enterprises) in order to recognize emerging professionals, contractors and vendors for their work in San Diego so that they can be more readily located and identified by prime consultants and general contractors for use on City of San Diego projects and procurements that encourage the inclusion of these emerging companies.
