This comprehensive water rights evaluation study compiled all available, historical records of water right ownership based used the right's priority and diversion amout in flowrate (cubic feet per second (CFS) or acre-foot (AF) per share of mutual ditch company or private right owner. The values of each share of ownership were carefully determined based upon water master and ditch company records. Detailed exchange decrees also were included as they represented cooperaton between irrigators working amonst themselves, all within state water code and past Water Court findings. This highly detailed and sensitive quantification of how much water, in CFS and acre-feet represented by each share of ownership, translated into current development crediit (unites allowed) dollar am ounts for each CFS or acre-foot of water sold to the City of Loveland.
